There is no single best passport photo app: the most installed are Passport Photo Maker – VISA/ID (10M+) and Passport Photo Maker & Checker (10M+), the highest rated of the big ones is Passport Size Photo Editor (4.8), and the one that processes photos only on the phone is our own, ID & Passport Photo Maker. We build that app, so we say so up front and rank nothing as “best overall”.

All figures below come from the apps’ Google Play pages on 10 October 2026: installs, rating, number of ratings and the Data safety section, which is what each developer declares. Ratings and installs change, so treat them as a snapshot.

Our app is listed first because this is our site and we built it; it is new, so it has no public rating or install count yet. It is free with ads and has Premium (monthly, yearly or lifetime). Its Play listing says photos are processed on the phone and never uploaded, and that it works offline. Like the others that show ads, it declares sharing of crash logs, diagnostics and app interactions through its ad services. Order in the table is not a ranking: after our app, the others are sorted by installs.

Which One Fits You

  • Most proven by numbers: Passport Photo Maker – VISA/ID and Passport Photo Maker & Checker both have 10M+ installs and about a 4.5 rating from tens of thousands of reviews.
  • Highest rating among the very large apps: Passport Size Photo Editor, 4.8 from 87K ratings and 5M+ installs.
  • Photos stay on your phone: our ID & Passport Photo Maker says it processes photos on-device and offline. We did not find that claim on the other seven apps’ Play pages, which does not mean they upload photos, so check each app’s own policy.
  • Wanting a photo checked for you: US Passport Photo by Smartphone iD says in its listing “Accepted photo or money returned”, which suggests a human or service check. Read its listing for the price and the exact terms.
  • No data collected, by the developer’s own declaration: Passport/VISA Photo Creator and US Passport Photo Maker (LEETA).
  • A 4×6 print sheet and US forms: StedyWorks lists auto background removal, a 4×6 print sheet and DS-160 visa photos in its description.

Read This Before You Edit a Passport Photo

Most apps in this list remove or replace the background, which is editing. The US State Department says not to change a passport photo with software, phone apps, filters or AI. GOV.UK rejects digital photos edited with software, and Canada does not allow editing. A photo with a replaced background may therefore be refused for those passports, whichever app you use.
